After sitting Rwanda’s national examinations at the end of primary school (P6) or at the end of the ordinary-level common track (S3), students are placed into secondary schools based on their results. A student who is unhappy with the school they have been assigned to has the right to request a different placement but only under specific conditions, and only through the official channel managed by the National Examination and School Inspection Authority (NESA). This article explains who can file an appeal, what grounds are accepted, and what the consequences of appealing are.
Who Is Allowed to File the Appeal?
The appeal cannot be submitted by the student directly. It must be filed by the parent or legal guardian responsible for the student specifically, the person whose phone number was registered in the system at the time the student enrolled to sit the national examination.
The appeal can be submitted in either of two ways:
- Online, through the SDMS (Student Data Management System) platform, or
- In person, by visiting the NESA officer at the District office covering the area where the student resides.
On What Grounds Can a Placement Be Changed?
Because school slots are allocated and filled as soon as results are released, a change of placement is only possible once space becomes available typically from students who never reported to the school they were assigned. A request to change schools is only granted if the student meets at least one of the following conditions:
- Disability confirmed by a doctor and recorded in the SDMS system.
- A chronic illness supported by valid medical documentation.
- A wish to move from a boarding school to a day school closer to home.
- Any other reason that NESA determines to be valid and justified.
Can a Student Reverse an Appeal and Return to Their Original School?
No. Once an appeal for a placement is submitted and accepted, the student immediately loses the slot they were originally assigned. This means that if the requested new school has no space available, the student cannot go back to the school they were first placed in they will instead be placed wherever a space is currently open.
Parents and guardians are strongly advised to carefully consider the consequences of appealing before submitting a request, since the decision is irreversible.
Can a Student Appeal After Already Reporting to a School?
No. Once a student has physically reported to and taken up their place at the assigned school, they are no longer eligible to appeal, since that slot is now occupied and cannot be reassigned to anyone else.
What Happens If a Student Disagrees with NESA’s Final Decision (on Results or Placement)?
If a student appeals either their exam results or their school placement, and the outcome from NESA does not satisfy them, there is no further recourse. NESA will only provide an explanation of the findings from its review process. The decision issued by NESA after the review is considered final.
