Azerbaijan Scholarships 2026: Fully Funded Study for Rwandans in Aviation, ICT, Health, and Nuclear Science.

 

 

Education for foreign citizens is carried out in accordance with international agreements. Foreign students can pursue higher education in the Republic of Azerbaijan at the bachelor’s, master’s, and doctoral levels, as well as in basic medical education and residency programs. The academic year in Azerbaijan begins on September 15. For students who need to improve their language skills or academic preparation, preparatory courses are available. These courses usually last from six months to one year, depending on the university’s requirements.

 

To take part in the ISPs, candidates are nominated to the Republic of Azerbaijan through diplomatic channels by the relevant authorities in their home countries (such as the Ministry of Education or the Ministry of Foreign Affairs).

All admissions to higher education institutions in Azerbaijan are processed via the official platform portal.edu.az.For more information, please visit studyinazerbaijan.edu.az.

Each university reviews applicants’ academic background and language proficiency to ensure they meet the program requirements. Once the criteria are met, admission is officially confirmed. Please note that admission requirements may vary between universities.

2. APPLICATION PROCESS

Admission of foreign citizens to higher education institutions in Azerbaijan is conducted through the centralized e-application service SIA/CAS: Study in Azerbaijan Centralised E-Application Service  available on the portal.edu.az platform.

Applicants applying within the International Scholarship Programs (ISPs) must also submit their applications through this system by selecting the admission category “Bilateral Agreements (HTP).”

Admissions under this framework are carried out within a designated quota. Therefore, registration in the system requires a special nomination code. These registration codes are provided to the competent authorities of each participating country for applicants whose candidacies have been approved for submission to the Azerbaijani side.

3. FINANCING  Within the ISPs, the education of foreign students is provided on a budgetary basis, in accordance with the terms of the relevant agreements. Under these agreements, students are exempt from tuition fees and medical insurance payments.

Additionally, in line with the legislation of the host country, students receive a monthly scholarship to support their living expenses. All related educational and scholarship costs are covered by the host country, while international travel expenses are borne either by the sending country or by the students themselves.

4. SELECTION OF CANDIDATES

Applicants nominated within the ISPs must meet the following criteria:

Choice of Universities: Candidates may select up to three universities and corresponding specialties in line with their academic and professional interests.

Academic Performance: The academic results from previous studies (secondary education, bachelor’s, basic medical, master’s, or residency programs) must be at least 51% according to the respective grading system.

Language Proficiency: Candidates must demonstrate proficiency in the language of instruction for their chosen program. Applicants who do not meet the required level of language or subject knowledge may be enrolled in preparatory courses focused on language development.

Achievements: Local and international academic or professional achievements, if available, are considered an advantage.

English-Language Programs:

Applicants who wish to study in English are exempt from language proficiency tests if they meet one of the following minimum international exam scores:

– Bachelor’s degree: IELTS 5.0 or TOEFL 40

– Postgraduate degrees: IELTS 5.5 or TOEFL 50

Exemptions from Language Testing:

The following applicants are exempt from language testing, provided that the language of instruction remains unchanged: – Those who have studied in educational institutions of the Republic of Azerbaijan and are applying for the next level of study;

– Graduates of foreign high schools or higher education institutions (recognized under their national legislation) who completed their previous level of education in the same language as the intended study program in Azerbaijan.

Applicants must prepare and submit the following documents:

– Completed Application Form

– Diplomas and Transcripts from previous high school or higher education studies

– Copy of Passport (valid for the duration of the study period)

– Medical Certificate confirming general health status, including HIV/AIDS and Hepatitis B and C test results

– Curriculum Vitae (CV) or Resume

– Motivation Letter outlining academic interests and reasons for applying

– Proof of Language Proficiency in the language of instruction

For programs taught in English:

– Undergraduate programs: IELTS 5.0 or TOEFL 40

– Postgraduate programs: IELTS 5.5 or TOEFL 50

Additional Requirement:

Applicants wishing to study at a post-bachelor (graduate) program must submit the original diploma and diploma supplement (or annex) from their previous degree.
